Overview

Evangelos Tsachas is a graduate of the Law School of the University of Athens. He also holds master’s degrees from the University of Freiburg in Public and European Constitutional Law (LL.M.) with honors (summa cum laude) and from the University of Piraeus in Energy (M.Sc.), where he studied on a scholarship of the VIOHALCO group. He joined Kelemenis & Co. in 2011.

Evangelos has long experience in administrative and regulatory law, focusing on the fields of public procurement, energy and regulated markets. He advises and represents companies, investors and public sector bodies in administrative disputes, the organization of their internal governance, the participation in public tenders, the execution of public contracts, and regulatory compliance in strategic sectors of the economy. His specialization covers the entire life cycle of a public contract: drafting of notices and other tender documents of contracting entities/authorities, advising public bodies in the context of conducting tenders and the execution of award or concession contracts, preparation and submission of tenders by economic operators, advising businesses in tender procedures using the e-tender platform ESIDIS, dispute resolution arising from public works, supplies and services contracts. He is an advisor to the General Directorate of Forests and Forest Environment of the Ministry of Environment and Energy, having undertaken the full legal support of the authority on the award and execution of contracts (both at the advisory level and at the level of preparation of all administrative acts related to a public contract). He provides advisory support to the Centre for Renewable Energy Sources (CRES) on issues related to the development and conduct of tenders for the energy upgrade of public buildings and equipment, as well as to the Hellenic Defense Systems (HDS) regarding the organization and completion of tenders for the construction of defense material, as well as its compliance with the legislation on corporate governance and the internal operation of public enterprises.

Evangelos has also significant and multi-level experience in energy law, advising and representing private clients and public utilities on energy project licensing, regulatory compliance, and relations with administrative and regulatory authorities. He has participated in projects for the legal approximation of the national legislation of various countries with the European energy acquis, which involve the development and operation of energy infrastructure, RES projects and the electricity and natural gas markets. Indicatively, he has participated in the process of harmonization of Greek legislation with the 3rd Energy Package of the European Union, providing support to the Ministry of Environment and Energy, as well as in the process of harmonizing Ukrainian legislation with the EU acquis. He has represented institutional bodies, such as the Greek Power Market Operator, the Greek TSO (IPTO) and DSO (HEDNO) and the Greek Public Gas Corporation (DEPA) in numerous high-value litigation involving both commercial disputes and disputes arising from the implementation of energy market regulation.

Evangelos’ experience also includes extensive litigation experience before administrative and civil courts, the Council of State and the Supreme Court, particularly cases involving the challenge of administrative acts, the annulment of tender results, disputes arising from public procurement and regulatory decisions of administrative authorities, commercial disputes and disputes arising from the regulatory framework of the energy market.
